Dear Scouts & Parents of Troop 91:
Much volunteer time was given in preparation of this letter. Please read it together as a Scouting family.
For the well-being of each chartered member of Troop 91 and their parents, specific rules and regulations must be adhered to.
We sincerely hope that these subject matters are quite clearly spelled out and should you have any questions please feel free to contact your Scoutmaster, Assistant Scoutmaster, or committee chairman.

TROOP 91 RULES AND REGULATIONS
I. GENERAL:
1. Any problem at any time should be brought to the attention of the Scoutmaster, Assistant Scoutmaster or Committee Chairman even if you consider it a trivial situation, so as we are aware of it and can take proper action before it gets out of hand.
2. Within three (3) months of membership, it is expected that a boy will have a full Troop uniform consisting of Scout shirt, with all proper patches sewn on, Troop 91 neckerchief (after reaching Tenderfoot Rank) and when required, the official Boy Scouts trousers must be worn (i.e. special events as needed and Eagle Board of Review.)
Any boy who outgrows his uniform will be required to replace such uniform within a three (3) week time period. It is encouraged that a boy earns his uniform, however, if there is a financial burden, the troop will assist in the purchase of a uniform with the understanding that the boy will repay the troop on a weekly basis with a convenient payment plan worked out with the committee.
3. All Scouts are required to attend all Troop functions, including meetings, in full Troop uniform unless otherwise notified. A Scout will be sent home at the third meeting he attends without a uniform.
4. As a properly functioning unit, each boy will have due respect for one another as well as Scoutmaster, Assistant Scoutmasters, Senior Patrol Leader, Patrol Leaders and all personnel with designated authority.
5. All appointed troop leaders are expected to provide an excellent program for the boys weekly, and will not segregate themselves in a corner with other leaders leaving the Scouts without assistance and programming for advancement. Having been appointed as a leader of a Patrol, all shall work together in unity as a troop.
6. During Troop meetings no food (gum) or beverages will be allowed. This period is programmed and takes away time and knowledge with interruptions.
7. We will not tolerate favoritism in anyshape, form or matter within any part of the patrols, individuals or troop. Each boy is to be treated equally and given equal assistance if having a problem. If such an event exists with a leader, he shall be replaced and utilized in a position of lesser responsibility.
8. Radios, games, amusements and toys will not be permitted at any troop meetings or campouts unless approved by the Scoutmaster.
9. Pagers, cellular telephones and other electronic devices will not be permitted at any troop meetings or campouts unless approved by the scoutmaster.
10. If at any time a parent of boy feels they have been mistreated or unfairly judged, we ask that you request a troop committee meeting to properly resolve the situation. This is also applicable if a parent or parents feel a Scoutmaster or Assistant is not doing a justified job.
11. Any Scoutmaster, Assistant or committee member not abiding by the rules of the committee may be asked to submit his resignation.
12. The Scoutmaster, at his discretion, may bar a boy from troop meetings or functions for a period of two (2) weeks for misconduct. Any action for more than two weeks must be taken up with the committee for disposition. The committee and parents will be notified.
13. Personal items lost or damaged at scout functions are not the responsibility of the Troop or the Committee.
14. Medical forms must be updated on a yearly basis. Notification of any new medical conditions within the course of the year must be reported to the Scoutmaster. A boy will not be allowed to attend any troop function unless this information is provided.
15. Any theft in the troop will not be tolerated. It will immediately be brought to the attention of the troop committee for disposition. Parents will be notified.
16. Any boy who misses a meeting for any reason must contact his patrol leader to find out what happened at the meeting he missed, and to get any pertinent information that may be needed for the up coming meeting.
II. SUSPENSION FROM TROOP:
1. Deliberate destruction or damage of troop equipment or property belonging to someone else.
2. Smoking during a scout function is forbidden.
3. Possession of alcohol or illegal drugs at any scout function.
4. Vulgar acts or language is strictly forbidden.
5. Leaving a troop function without permission or notification to the Scoutmaster or adult leader in charge.
6. Constant disrespect of Scoutmaster and Assistants.
7. Violation of listed rules set forth within these rules and regulations as well as common sense actions.
III. SAFETY:
1. Scouts are not permitted to possess firearms at any Scouting function.
2. Drinks or food in glass containers is prohibited on hikes, campouts, or troop meetings.
3. Patrol leaders will be with their respective patrols at all times on campouts and are not permitted to separate into small groups.
4. Liquid fuel stoves may be used only under adult supervision. Liquid fuel will be carried by adult leaders ONLY.
5. Scouts will not be allowed to carry sheath knives.
6. Jackknives may be used only after a boy earns his toten chip card. No blade of over 4" will be permitted.
7. Hand axes will be allowed after receipt of toten chip card. Inclusive of this, the hand axe may only be used in a roped off wood-yard designated as such and having received permission and approval from his patrol leader or assistant. There will be exceptions when a boy will be permitted to use his hand axe outside a woodyard with approval. A toten chip card must be in the possession of the boy at all times when carrying a knife, axe, saw, etc.
8. Sterno stoves are a great hazard and not allowed at any time.
9. Matches, candles, or any open flame of any kind are not permitted in tents.
10. Propane, butane or lighters of any kind are not permitted.
11. Only an adult troop leader will be allowed to use a gas lantern and this shall be exclusive of the interior of a tent. No gas lanterns shall be used by the boys.
12. It shall be mandatory that each patrol have among their possessions a first aid kit on hikes and campouts.
13. Aerosol cans will not be permitted on any scout functions.
14. Striking of another person within scouting is not only a troop violation, but a National Scouting violation.
15. Drivers of vehicles transporting Scouts must be 21 years of age and carry 100,000/300,000/100,000 liability coverage. This is also a safety rule set forth by National. All vehicles must be provided with seat belts for every scout.
16. Transportation of personnel in the rear of any truck is strictly forbidden. Trucks may be used for transportation of equipment ONLY.
17. One (1) week prior to a troop function, those planning to attend will be given a permission slip which must be signed by the Scouts parent/guardian and returned the following week. A boy who does not return his permission slip will not be allowed to attend the troop function
IV. PARTICIPATION:
1. Scouts and parents are expected to support and participate in all troop fund raising activities.
2. The scoutmaster, at his discretion, may bar a boy from a troop function for not participating in troop fund raising activities.
3. Scouts must attend three (3) meetings prior to campouts or other troop activities to be eligible in that activity unless excused by the Scoutmaster.
4. It is the responsibility of each boy to pay his weekly dues whether he is present or not. The only exception will be by vote of the troop committee. Any boy who is behind $5 or more in dues will not receive any awards,(will not be permitted to advance) not be allowed to attend any troop activity until such dues are paid in full.
V. TROOP EQUIPMENT:
1. All troop equipment must be signed out by the Quartermaster.
2. All boys taking home troop equipment ARE RESPONSIBLE for that equipment until such time as it is returned to the troop quartermaster.
3. Troop equipment taken home will be returned at the next troop meeting aired, dried, and CLEAN.
VI. CHURCH RESPECT:
1. As members of Troop 91, church property shall be utilized with the respect bearing in mind that it is through this facility that we are able to be a troop. We shall always be prepared to be of assistance to the church and its members. A cheerful smile or courteous hello to members of the church costs nothing but definitely signifies our appreciation and knowledge of scout oath and law.
2. No one will be permitted upstairs in the church unless permission is given.
